Add option to not power on on start
...
By default, on start, the device is powered on. To prevent this
behavior, add a new option --no-power-on.

Move data/ to app/
...
The files in data/ are specific to the client app (not the server).
This also avoids to reference the parent directory (../) from
app/meson.build.
